MEET OUR FOUNDER

Brian Holloway is the President and Founder of Holloway Land Company, a premier land development and entitlement consulting firm headquartered in Sacramento, California. With more than 45 years of distinguished experience spanning both the public and private sectors, Mr. Holloway has built a reputation as one of Northern California's foremost authorities in land planning, entitlement, community outreach, and project development.

Throughout his career, Mr. Holloway has worn many hats — serving as a Land Use Consultant, Real Estate Developer, Development Project Manager, and City Planning Commissioner and Chairman — each role deepening his command of the full development lifecycle from vision to completion. His expertise in pre-development management is particularly notable; he has facilitated the entitlement of projects ranging from 5 to 4,000 acres throughout Northern California, with an exceptional track record in the management of large-scale developments exceeding 700 acres.

Mr. Holloway has served as Project Manager on a distinguished portfolio of high-profile developments, including:

  • El Dorado Hills Specific Plan (Serrano)

  • Tree Lake Village

  • Delta Shores Master Plan

  • Salmon Falls Hills – General Plan Amendment

  • Sunrise-Douglas Specific Plan

Across each of these projects, Mr. Holloway has demonstrated a rare ability to navigate complex community and policy considerations, consistently delivering outcomes that serve both his clients' objectives and the broader public interest.

Mr. Holloway's civic leadership and public service record is extensive. He has served as Chairperson of the City of Sacramento Mayor's Development Oversight Commission, Chairperson of the County of Sacramento Project Review Committee, and as a member of the City of Sacramento General Plan Advisory Council. He is a Commissioner of the Sacramento Housing and Redevelopment Agency (SHRA), a Board Member of the Sacramento Area Flood Control Agency, and an elected Trustee of the American River Flood Control District. He has also served as a Regional Water Forum Stakeholder and as a Statewide PAC Trustee, reflecting his commitment to sound policy and responsible governance at every level.

His engagement with the broader community is equally distinguished. Mr. Holloway served as Federal Political Coordinator to Congresswoman Matsui, has been a Lecturer at the community college level, and held leadership roles as President and Board Member of the East Sacramento Chamber of Commerce. He also served as the 1996 President of the Sacramento Association of Realtors, an organization of more than 8,000 members.

Mr. Holloway holds a Master of City and Regional Planning from California State University, Fresno, and a Bachelor of Arts from San José State University.
